I purchased the Vienna Passes for myself and my two friends. We didn't have to worry about the Hop on Hop off busses because we just went to the offices of the Vienna Passes and we were given a money off voucher booklet and the passes to wear immediately. We still had to queue in some places to get a valid entry ticket but it wasn't too long anywhere. Busses ran regularly and we never waited longer than 5 minutes at any given time. I certainly would recommend getting a Vienna Pass.
The two bus routes were very informative. They ran frequently. The hop on hop off locations were identifyable. We used it for one day. In the morning it was raining so we sat in the lower level up front so we could look through the front windows of the bus to take pictures, otherwise the side windows were covered in rain drops.
